i dont think that would work. it would be way too chaotic. just imagine making a new character and arriving in atlas park when suddenly a level 26 villain comes along and kills you in one hit.

would be interesting though to watch a bank raid being done by some player villains foiled by some player heroes

If I remember right, the way the pvp mission areas worked were that there were missions you could get from a rep in that area, and if you completed it, the reputation or whatever for your group (hero or villain) went up and whoever had the better reputation or whatever had bonus defense buffs and that kind of stuff. I only did pvp a little though. You could get some cool pets and stuff by doing the missions though.
