Those files are the source of the SegsExecutor executable.
What it does, it creates a registry entry for the server You tell it to connect to, and causes the client to use that configured server.

I wish I were better w/ computer stuff so I can understand what that means...Do I install the exe file first, then those 2 writer registries? I mean, I have this, which you posted, + this one. What are the steps to take in how to download properly?

I have the original COH disks and the prima guide (issue 0 game launch). If you still need help let me know with what and we will get it done.

Im going to try injecting some files into the cox test client and see if anything sticks, mainly the armor model files or npc textures.
Will let you all know how it goes.

After swapping the piggs folder from the original city of hero cd's to the cox folder i got errors on the character create screen, so it must be all done the server side. Does anyone know if mysql works for coh? injecting npc's into the game and such. Obviously this could be the only alternative route if the old data coulden't be retrived.

(Sigh!) I just wish something could be done for those of us that uninstalled the game. Will there be a way to access all this w/o having anything? Or should I buy this?

Nope, that version is not compatible with our current server.. I believe the link to version you need was posted on those forums ? :)
